Author and Co-founder of Mamamia Women’s Network Mia Freedman pointed out the curious image to accompany the “working mum” case study on Instagram.
There doesn’t appear to be any link between the story and the image, other than the fact the woman holding the baby is presumably a mother. Beyond that, a link is difficult to establish.
There are no budgetary measures – that we have identified – that create any new burdens or freedoms for women and clothes.
Is there a reason the "working mum" case study in the @dailytelegraph involves a naked woman? #Budget2017 pic.twitter.com/hBnTQizJua

Is there a reason a naked woman was needed? I flipped through and didn’t find any other individuals featured in the various case studies in any state of undress.
Why didn’t she get to wear clothes?
Can no longer afford clothes?? #Budget2017 https://t.co/cw54BtTy0U

It’s not exactly ‘Legs It’, the infamously atrocious Daily Mail cover with Theresa May and Nicola Sturgeon. But it does appear to be another example of a tired and sexist depiction of women in the media in the year 2017. The year 2017!
Maybe she works as an artist's model? Dunno. Otherwise it's just creepy and wrong.

Any suggestion for why a naked woman was needed?
